Feudal relations prevalent in Negros make it a hotbed of agrarian unrest. Despite being one of the world’s biggest producers of sugarcane or tubo, Negros farmers remain landless, mired in destitution and exploitation.
Resistance to these feudal conditions have, time and again, been suppressed. Between President Duterte taking power in 2016 and Duterte declaring a “state of lawlessness” on the island last November, 42 civilians have been killed. The declaration which came by way of Memorandum Order 32—an anti-insurgency policy—led to a spike in the atrocities. In the eight months of its implementation, the body count increased to more than 90, indicating an almost 350% increase in the rate of killings.

From defenseless peasants to human rights advocates to church workers to a sleeping 1-year-old infant, this war on the people of Negros has shown no remorse thus far.
Now is a time ensconced in a severe political climate, one that has our countrymen killed in their own homes. Justice for the slain is nowhere in sight as deeply entrenched in this political climate is a similarly ruthless culture of impunity. Thus, it is crucial to stand in solidarity with the poor and marginalized rendered vulnerable in a time when the state’s pursuit of its corrupt idea of justice grows more implacably violent each day.
